Desain Optimalisasi Pengumpulan Zakat di Kota Pekanbaru (Studi Kasus BAZNAS Kota Pekanbaru)

Abstract
Optimizing zakat collection is an important aspect of strengthening zakat governance in official zakat management institutions, particularly BAZNAS of Pekanbaru City. This study aims to determine the zakat collection system at BAZNAS of Pekanbaru City, its forms of optimization, and the supporting and inhibiting factors that influence the zakat collection process. This study used a qualitative approach with a field research design, while data were collected through observation and interviews and then analyzed using qualitative descriptive methods. The results show that the zakat collection system at BAZNAS of Pekanbaru City is implemented through a door-to-door zakat system, the Zakat Management Information System, and the guidance and mentoring of mustahiq. The optimization of zakat collection is carried out through the establishment and issuance of decrees for Zakat Collection Units in Regional Apparatus Organizations within the Pekanbaru City Government, as well as in mosques and prayer rooms under the auspices of the Ministry of Religious Affairs of Pekanbaru City. The supporting factors for zakat collection include the existence of laws and regulations concerning the collection and distribution of zakat, support from the Pekanbaru City Government through Zakat Collection Units in Regional Apparatus Organizations, and the increasing awareness of mosque and prayer room administrators in collecting zakat from congregants through the establishment of Zakat Collection Units. Meanwhile, the inhibiting factors include the absence of regional regulations or mayoral regulations that provide a deterrent effect for muzakki who do not pay zakat, the large number of mosques and prayer rooms that have not yet established official Zakat Collection Units, and the tendency of some muzakki to pay zakat outside official zakat management institutions. The conclusion of this study affirms that optimizing zakat collection at BAZNAS of Pekanbaru City greatly depends on strengthening regulations, expanding the institutional scope of Zakat Collection Units, utilizing information systems, and increasing muzakki awareness. These findings imply the need for synergy among BAZNAS, local government, religious institutions, and the community in strengthening the governance of zakat collection in a more structured and effective manner.
