Abstract

This research is entitled Implementation of Sanctions Against Ruthless Disposal Actors in Tuah Karya Village, Tuah Madani District Based on Pekanbaru City Regulation Number 08 of 2014 concerning Waste Management. Pekanbaru is one of the cities that makes local regulations regarding waste management. Along with the increasing need for clothing and food used by the Pekanbaru community, the waste that is managed by the local government is not controlled. continues to increase in volume. Therefore, the Pekanbaru government must follow up on the implementation of sanctions against the waste disposal. This study aims to increase public awareness of the implementation of witnesses against littering perpetrators and what are the obstacles that occur in the implementation of sanctions against waste throwers in Tuah Karya Village, Pekanbaru City, based on Pekanbaru City Regional Regulation Number 08 of 2014 concerning Waste Management. The method used in this research is sociological law, to find out the results of the study, observation and interview techniques are used, primary data obtained directly from interviews conducted at the Pekanbaru City Environment and Hygiene Service, for secondary data is data obtained from books related to the problem being studied, then the nature of this research is empirical research, this empirical research aims to collect factual information in detail, identify problems or examine other conditions and symptoms in society. The results of the discussion of this study are the first that related to the implementation of sanctions against perpetrators of littering in Tuah Karya Village, it has not run effectively, which has not fully implemented sanctions against perpetrators in accordance with applicable regional regulations. Barriers to implementation come from legal factors, law enforcement factors, facilities factors, work facilities factors, and community factors.
