Abstract
Continuing Simultaneous Elections in Conditions of Corona Virus Disease 2019 (COVID-19) Non-Natural Disasters, hereinafter referred to as Continuing Simultaneous Elections, are the Elections of Governors and Deputy Governors, Regents and Deputy Regents, and/or Mayors and Deputy Mayors which are held if in some electoral areas In the entire election area, most regions, or the entire region, a non-natural disaster of Corona Virus Disease 2019 (COVID-19) occurred which resulted in some stages of holding simultaneous elections unable to be carried out normally. This study aims to determine the extent of the implementation of the duties of the Election Supervisory Body for the simultaneous regional head election campaign during the Covid-19 pandemic in Bukittinggi City based on General Election Commission Regulation Number 13 of 2020. The formulation of the problem in this study is how the implementation of the duties of the election supervisory body against Simultaneous regional head election campaigns during the Covid-19 pandemic in the city of Bukittinggi based on the general election commission regulation Number 13 of 2020, and what are the inhibiting factors for the implementation of the duties of the election supervisory body for the simultaneous regional head election campaign during the Covid-19 pandemic in the city of Bukittinggi based on general election commission regulation Number 13 of 2020. The research method of the thesis is the type of sociological or field legal research. The research location was carried out at the Election Supervisory Agency and the General Election Commission in Bukittinggi City, West Sumatra Province with a deductive method. The data analysis method used is descriptive qualitative, that is, after the data has been collected, it is poured in the form of a logical and systematic description, then analyzed to obtain clarity of problem solving, then conclusions are drawn deductively, namely from general to specific. Sampling in this study is purposive sampling, is a sampling technique by determining certain criteria. The results of this study indicate that the implementation of the duties of the election supervisory body for the simultaneous regional head election campaign during the Covid-19 pandemic in the city of Bukittinggi has implemented health protocols although there are still many people or pairs of candidates for mayor and deputy mayor of Bukittinggi city who violate the health protocol. The inhibiting factors in carrying out the duties of the election supervisory body for the simultaneous regional head election campaign during the Covid-19 pandemic in the city of Bukittinggi are the distribution of campaign materials, sanctions for those who violate it, during public debates the pairs of candidates for mayor and deputy mayor still ignore health protocols, and there are still crowds creating transgressions.
