Abstract
This study examines the effectiveness of developing Islamic Religious Education (PAI) materials for university students, focusing on the relevance of the materials to the challenges of globalization, technology, and social diversity. The approach employed in this research is descriptive qualitative, based on literature studies. The study indicates that PAI materials centered on a holistic approach-including cognitive, affective, and psychomotor domains have a significant impact on shaping students who are not only academically competent but also possess strong character and an applicable understanding of religious principles. Additionally, the integration of technology into PAI learning facilitates broader access to information and enhances students' active participation. The findings emphasize the importance of developing student-centered learning materials that align with students' needs and contemporary issues. Furthermore, PAI materials need to integrate Islamic values with science and technology (IPTEK), promote critical thinking based on religious principles, and support interfaith harmony. However, the main challenges include the diversity of students' backgrounds, limited instructional time, and the complexity of the material. To address these challenges, the use of digital learning, collaborative approaches, and interactive learning resources is recommended. The development of PAI materials is expected to strengthen students' moral and spiritual foundations and equip them to navigate the dynamics of modern life while adhering to Islamic principles. This study provides significant contributions to the development of PAI curricula in higher education, particularly in fostering a generation of moderate, integrity-driven Muslims who are responsive to global challenges.
