The purpose of this study is to find out how important concepts, values, morals and norms are in teaching pancasila and civic education in prmary school, because in modern times such as today do not always bring better changes, for example the occurrence of moral degradation that appears in the behavior of the younger generation now with the prevalence of reporting student brawls that lead to death. This is the responsibility of parents and teachers due to the lack of sufficient attention for children through the education of values, norms and morals. This study uses a qualitative approach, then the instruments used are observation, interviews, documentation, and questionnaires. The results of the study stated that teachers must guide students to be able to discover and develop concepts, values, morals and norms into the scope of elementary pancasila and civic education learning. Through a teacher, then what should be seen in developing values and morals as a characteristic of pancasila and civic education learning in elementary schools and when it is implemented, it will be seen that in learning pancasila and civic education is present to instill values and morals for the nation's generation, especially in the scope of primary schools.
